Official Interpretative Acts of Normative Legal Instruments in the Republic of Kazakhstan: Legal Analysis and Issues of Application

The article examines acts of official interpretation concerning normative legal acts issued by executive bodies of the Republic of Kazakhstan, with particular attention to their place within the system of non-normative legal acts. It analyzes their legal nature, functional purpose, and role in the implementation of legislation. The objective of the study is to clarify the legal nature and functional significance of official interpretative acts and to determine their place within the system of non-normative legal acts issued by executive authorities. The research is based on a formal-legal methodology, complemented by an examination of administrative practice in the adoption of such interpretative acts. Based on the provisions of the Law of the Republic of Kazakhstan “On Legal Acts” (2016) and the practice of issuing official interpretations by central executive bodies, the study substantiates its conclusions and develops new scholarly propositions. It argues that, although they do not possess normative legal force, acts of official interpretation play a crucial role in ensuring consistency in the activities of public administration and executive bodies and in reducing legal uncertainty in the sphere of public administration.
